Notwithstanding the support for the development of a general purpose approach, much work has been and will have to be centred on implementation issues – including ‘the development and a shared understanding of definitions and concepts to enable the asserted objectives of the framework to be achieved’ (Chalmers et al., 2012b, p. 248). This is the main challenge also for an international and multi-stakeholder development (Chalmers et al., 2012a).

There is no experience in global water accounting standard setting or collaboration and this could be a limit but also an advantage. The absence of an extensive, deep-rooted culture might facilitate the adoption of a single, international approach to water accounting standard setting.
